Split the diagnosis in two
Condition one โ over-stabilization: months of trichlor pucks push CYA past 80โ100, binding so much chlorine that a '3 ppm' reading behaves like a fraction of that. The tell: chlorine readings look normal-ish and stable, but the water underperforms (dull, algae-prone). The test that settles it is a CYA reading, which most affected owners have never run.
Condition two โ chlorine demand: the water actively consumes chlorine because something in it is oxidizing โ early-stage algae you can't see yet, a heavy load of bather waste and rain runoff, or ammonia compounds formed during a long chlorine-free stretch (common at spring opening). The tell: you add shock, and by morning it's gone.
The overnight test that costs nothing
Add chlorine at dusk (after sundown, pump running), measure free chlorine an hour later, then again before sunrise. Sunlight can't be the thief at night โ so a loss over ~1 ppm means live demand: something in the water ate it. Minimal loss overnight but readings that still underperform points back at CYA overload instead.

The two fixes
